Menahem Hesse Biography
Menahem Hesse serves as the Minister for Agriculture and Science Affairs at the Embassy of Israel in Washington, DC and is accredited to the United States, Canada and Mexico.
Prior to his posting to Washington, he served as a Legal Advisor at The Israeli Tax Authority (Ministry of Finance) where he was responsible for international trade procedures and policies, Harmonized Tariffs System matters, import duties, indirect taxes and the transport of goods between Israel and the Palestinian Authority.
Mr. Hesse was appointed as an advisor to various committees including the Order Directive Committee for Foreign Trade, The Committee for Energy Efficiency and more, reviewing various legal and economic aspects as international treaties, anti-trust laws, equal rights, fair competition, among other things.
He served as an ad-hoc advisor to the Finance and Development division of the Israeli Tax Authority as well as other divisions in fields such as economical-legal policy, macro- economic and legal issues, economic-legal strategy etc.
In 2012, Mr. Hesse played a crucial role during Israeli-Palestinian Authority negotiations to regulate bilateral trade and taxation and facilitate the implementation of existing economic agreements, particularly the 1994 Paris Protocol, in order to expand bilateral trade and combat smuggling and tax evasion. They also aim to upgrade the PA's tax collection infrastructure, thereby increasing its revenues.
Hesse was also nominated as a member to a small team that advised the Trachtenberg Committee, addressing the need for social-economic reforms in Israel. This team played a major role implementing the committee’s recommendations to lower the cost of living in Israel.
Before Mr. Hesse joined the Government, he represented the Forum of Holocaust Survivors identifying the rightful owners of assets which belonged to victims and assisting survivors via these funds. As a result of these efforts, the Israeli parliament passed the Law for Allocating Inheritance and the Return of Assets of Victims of the Holocaust.
He did his Articled Clerkship in Haifa’s District Liquidation and Maritime Court where he was the Associate to Justice Bilha Gilor, President of the District Court of Haifa )retired), and at Silver, Schottenfels & Gerber.
Mr. Hesse is a member of the Israeli Bar (2004) holds an Msc degree in Law & Accounting from The London School of Economics and Political Science (LSE), and a Master of Laws (LLM) from Bar Ilan University – specializing in Commercial Law. He also holds a Bachelor of Laws (LLB), and a Bachelor of Arts - Logistics, Economics & Interdisciplinary Studies (BA) from Bar Ilan University.
Mr. Hesse and his wife Hadass, who is an Israeli physician, have two boys.
